    For the same reason that we have ID cards. So that generally law-abiding citizens who sometimes make minor infractions (such as speeding, illegal parking, or other similar violations) can be identified.

    Plate numbers are useless for catching professional or habitual criminals. The police have already said so. That settles it.

    Bayani was simply too arrogant or too dumb to accept that fact. He would make a lousy President.

    now my question is, do the authority can catch those criminals by scanning thru LTO records of their tampered plate? dili gyud..
