If you've been noticing a "very bright star" over the eastern horizon during late evening since last May, rising up to zenith as early morning approaches, that's actually
not a star--that's the planet Jupiter.
Tonight, July 9, 2008, Jupiter will be brightest because it will pass its closest point with earth on its orbit. If you have a low-end telescope and have been frustrated with previous Jupiter viewing attempts, tonight is your best chance at seeing the giant and the Jovian moons. With a 4mm eyepiece you might even get to see the GRS.
