or if not, moingon ang mo tow or clamp, "ayaw na hilabti ky kang Bossing &%%#@ na cya! paksit nya ta ana"...
even if we are still in denial stage, the fact is, we still have the Padrino mentality, colonial mentality. like "ikaw naa sa taas, ako naa sa ubos".
but this is not to say this is always the case. There are also cases nga walay pili. I've seen a gov't car clamped in front of city hall. I've seen a tourist bus clamped there also.
in the US, ang ilang culture lahi. if an apprehending officer saw a female erring driver break down in tears, sobbing profusely, ang officer pa gani ang maratol. Most of the time in cases like these, pasayloon ang babaye, labe na gwapa. also, even if racial discrimination is not already a big issue, there are still little traces of it when it comes to traffic apprehensions. another reality...

op kors, i know LTO and CITOM are different entities. But please note that CITOM follows and coordinates with LTO and Traffic Division of PNP guidelines. naa btaw sa ilang function o:
"a) Coordinate, monitor and evaluate the planning and implementation of traffic management components undertaken by the various departments of the city government and other line agencies (that includes LTO)"
Yes, i also know towing is being contracted.
when i say strikto na rn ang LTO, unsa paman diay mo follow? mo strikto napud ang CITOM or TEAM, di ba? asa man diay cla base sa ilahang regulations and ordinances? mura man gud ka niingon nga ignorante ko about those matter.
and btw, im not denying the reality that there is special treatment...
i also STRONGLY DISAGREE on ur advice that u have to become a deputized LTO or CITOM to avoid towing. op kors u will have an upperhand advantage when it comes to towing, but what u r suggesting as a number one reason is clearly wrong, a very ill advice.
the best suggestion is just to simply follow the law, deputized or not.

abi nako strikto na ang clamping ug towing karon? wa pa lagi maclamp ug matow na ang Honda Civic naa duol sa last gate sa USC-TC going to talamban...

if they want to be strict, it's should be 60seconds a minute, 60 minutes an hour, 24hrs a day, 7 days a week, and so on and so forth. dili kay depende sa gana.
sakto. and kutob sa mu violate angay penalized. dli kay kung trip lang manakop, ara ra manakop.
this makes me ask the question why doesnt anybody CLAMP/TOW AWAY those cars,taxis,jeepneys,trucks,etc. parked along VRAMA ave.
every few meters you will find a no parking and tow away zone sign but they are never enforced.
thats a highway reduced by half because of those parking of the sidewalk all day. not to mention jeepney drivers stopping in the most inappropriate time and location forcing traffic to either wait for them or make an over take pass thru the on coming side of the road since the other lane cant be used anymore.
then why do they tow away cars parked on the pay parking zone along hi-precision in osmena blvd (kana bitaw yobi dapit) after 1am when its not obstructing traffic at all. some businesses there are up to 4am. some are 24hours in that area. thats one of the widest oneway road in cebu city if im not mistaken. pay parking gud na dira. if wala nay mangolecta, himuon nuon nila tow away? ahak gyud kaayo ni.
as what another poster mentioned...7am to 7pm ra ang no parking na sign sa uban areas...ngano mu tow man sila after 7pm and before 7am.
dinha sa terminal dapit near kaayo sa LTO, daghan NO STOPPING sign...usually year the corner. pero dira man nuon kasagaran taxi mu hunong, linya kay hulat pasahero causing abstraction to traffic trying to turn right.

That's correct. Dli nalang gyud mu park sa NO PARKING, NO STOPPING, SIDEWALKS maski wala nakabutang nga TOW AWAY zone na. Sayop sad gyud na mu park ta dira nga kibaw nata no parking. Likay nalang gyud kay wala gyud tay daog ana nila. mga nawng gyud og kwarta bah. likay nalang.

if naa ka hapiton lng sa osmena blvd then mo park pa diay ka sa ayala?
