    i already corrected my post regarding mag wheels. mag wheels diay is short for magnesium alloy wheels. Nindot tanawn pero delikado ma overheat ky flammable man. And aluminum wheels is not mag wheels.

    Anyway, letter "a" to "e" was OK daw but letter "d" of the list was the common complaint coz its somewhat too vague. I read that blog where u copied and pasted that AO and the list from and i was surprised the complaints were only coming from METRO MANILA. Nothing has been mentioned about applying these new guidelines in the provinces like Cebu.

    well, as i see it, for scooters, the orig disc brakes has its purpose why it is that way and not very large. The same applies to the rims and the shock. Now your premise that changing them is to improve looks and performance, ngano dakpon?

    skeleton body
    no side mirrors
    changing body color
    extension seats
    using HID lamps
    loud tailpipes

    as for the rims, wala pa ko kabaw naay nadakpan dre ug ngano...or basin ligid na sa ninja ang gitaud bro...hahaha

    revised letter D and be more specific ,coz not all modefications for mt is not meant for racing or whatever they think, para nako as long what you do is not gonna harm you or anyone else its ok example change my shocks to a mono shock thats an art, thats a master piece of your own coz you can afford he he .

    Item D is a clear example of a rule that is not legally enforceable because it is too broad and vague.

    First let's make something clear: it is NOT illegal to make a vehicle look like a race vehicle. It never has been. You can rgue all you want that it MIGHT be used for racing, but until it is actually raced illegally (or someone attempts to race uit illegally), there are no grounds for apprehension whatsoever. You cannot apprehend someone for a crime that has not yet been committed. The crime must have already been committed, is in the progress of being committed, or is clearly about to be committed.

    All modifications, whether suitable for racing or not, are NOT illegal unless they are unsafe. Bigger brakes can be used for racing, but they have other legitimate sues as well. Same with aftermarket wheels and tires.

    The new regulations are themselves illegal and can be challenged. Any decent lawyer can show that item D is just stupid and gravely infringes on the rights of motorists.

    as what has been suggested, they should have enumerated one-by-one all "modifying" violations, and not just say "modifying orig design".

    Coz what has been specific about this are only those violations we see & heard of everyday like: loud tailpipes, no side mirror, change color, skeleton body...of course ky related man sa safety, security, or public discomfort.

    i have'nt heard of yet a motorist apprehended over enlarged brake discs.

    well, again, changing the tailpipe into something that makes loud noise is making it look like a race vehicle in some ways. and that is now illegal. i know its public disturbance that is the issue here. And the violation (not really a crime) has been committed in progress once gitaud na nimo ug gipadagan sa dalan.

    so ur argument is in fact, arguable.

    Not only safety must be considered but also something for the convenience of the general public.

    Changing the entire engine is still considered safe and still called "modification". and that is illegal if u don't register it w/ TMG or LTO. Also change color.

    so again, ur argument is arguable.

    of course, just like any laws & regulations, these laws & regulations can always be challenged. But it doesn't mean they are illegal. But it is more on the balance of the "rights" (not sure of the term) of the motorists and the rights of the general public.

    AFAIK, i think driving is not even a "right". It is only a "privilege". It is wrong to say "I have the right to drive". It is more apt to say "I have the privilege to drive".

    And i think this is one problem of the Pinoy. We think it is our "right" when in fact it is only a given "privilege".

    (1) That's why some pedestrians are like running for dear life when crossing even a pedestrian lane coz drivers think they have more "rights" to use the road than pedestrians.

    (2) Jeepney drivers think they have more rights than helpless private vehicles, to loading & unloading in places where they declare it their own terminals, occupying two lanes or more.

    (3) Some motorcycle drivers think they have the right to cut right in front of you where it's supposed to be a safety gap distance between ur car and the one in front of u. and swerving left and right as if there are no lanes.
