PAG-ASA should NOT BE BLAMED.... I have met people from PAG-ASA and they ARE ACTUALLY PASSIONATE about what they are DOING... Kinda like nerds when we are at school... I actually blame the GOVERNMENT, especially the POLITICIANS for GIVING them such SHABBY EQUIPMENT and RESOURCES...

The IRONY is that the PHILIPPINES is a PERENNIAL GUEST OF CYCLONES like FLORIDA, an ARCHIPELAGO that DEPENDS on SHIPPING, yet we have the LOUSIEST EQUIPMENT in terms of Weather forecasting, meteorology in the REGION...

PAGASA is the LEAST CORRUPT AGENCY in the GOVERNMENT....

They are DOING the best of what they have.... What do you expect from an agency that has KITE FLYING considered as SPACE RESEARCH

Imagine this scenario.

The government gives money to PAGASA to purchase telescopes, so that PAGASA personnel can be allowed to let the public use these telescopes for amateur astronomy. So yes, the money was given, the telescopes were purchased. However, since there are no experts on astronomy in some of PAGASA's offices around the country, some of these expensive telescopes are rotting away in steel cabinets and storage rooms...ngano man? Because, in the bulok system of the government, if an item is assigned to you, the so called "MR", you are now responsible for that equipment--ergo, if it gets broken, you're to be blamed.

So naturally, whoever has the MR for the telescope, will NOT let anyone use the telescope, or will only allow limited use of the telescope (esp. if he/she has zero knowledge of astronomy), kay in case ma-damage, sila ang i-blame. *Shakes head*

So there, money wasted, and the equipment is rotting away. So as you can see, even though the goverment gives appropriate budget (sometimes), due to unreasonable rules imposed by the government, the scientific instrument eventually gets "wasted".
