    this need more interpretation by at least independent body... and please, don't include church... (we need to distance church and the state on this). imho
    who's including the church in our discussion? is it me? by stating the opinion of Fr. Bernas?

    Fr. Bernas is one of the persons who formed the 1987 constitution and one of the persons who were asked for his opinion regarding the Francisco ruling that was used by now Anti-Impeachment Congressmen... so his opinion count...

    Fr. Joaquin Bernas may be a Catholic figure... but does a leader of the Church not a citizen of the country? If you say that his opinion doesn't not counts... why was he included in the resource person of the Supreme Court.

    Or mas ganahan ka i-apil ang opinion sa mga congressman ka mas dili sila questionable.

    how can the Lower House acted on a complaint without it reaching the Justice Committee. *This impeachment proceedings that we have now, is one of a kind where 3 complaints have reached the Justice Committee to act upon. *Why would they now allow all complaints to be combined all together, it's allowed in law right? *Coz it will fast track the proceedings.

    as the statement quoted below the main purpose of the limitation of impeachment filing is to...
    Commissioner Villacorta: "Does this mean that even if evidence is discovered to support another charge ... a second ... proceeding cannot be initiated [within] one year? ... The intention may be to protect the public official from undue harassment. [But] is this not undue limitation on the accountability of public officers?"

    Commissioner Romulo: "Yes, the intention here really is to limit. This is not only to protect public officials... from harassment but also to allow the [Congress] to do its work, which is lawmaking. Impeachment proceedings take a lot of time.[/b]"
    Since GMA was not yet filed an impeachment complaint b4 July 25, 2005... which we can not say was harrassed by impeachment complaint as the case of Chief Justice Davide... and Congress has a lot of work to do, so let's just joined them altogether.


    From where I'm standing, it is the opposition rather than the administration that is trying to railroad the impeachment proceedings in its haste to oust Arroyo. *The administration allies, on the other hand, have brought up some valid issues that the opposition seem to be at a loss to answer.
    If they want to close out this issue... now is the right time, coz if the impeachment complaint will be thrown out, the opposition camp can bring it again next year. *So better joined it all together now.

    btw... w/o the impeachment your beloved GMA can't answer the allegations. *That she's a cheat and used all her power to influence/used the COMELEC (especially Garci) and AFP in achieving her goal to surpass her father.

    So I'll partly blame Fr. Joaquin Bernas for this mess... walay claro ilang definition sa empeachment rules... HAH! Their making some definitions which are susceptible to a much confusions. THATS why... take away church from our state matter... they already done their share at edsa I...
