1.) i use Opera, FF, IE.. all the same..
2.) i'm connected through a router, on a cable. It is a Wi-Fi router, my phone and laptop can connect fine..
3.) WindowsXP on the desktop. AVG free anti-virus. The laptop is a Macbook Pro.

what's your OS bro? you really have a weired problem. try kuno turn on with new network card then type the following in command prompt (cmd): ping yahoo.com -t
then paki post kuno what time cya mo request timed out or unsa ang error message
at this point, i am not suspecting the motherboard - that is just to answer ur question.
i'm curious sa firewall settings pero u said no prob there so i'll just leave it there.
my suspicion now is ur physical connection starting from the lan cable and the settings sa imo router. what's ur router by the way? ur ISP?

try kuno wireless landcard... kung sa physical connection man gani ato pasanginlan... ask ko bro kung grounded o mangurente imo casing? kung naa ka testpen . e check kuno...
thank you all for trying to help. Here are some answers to your questions, and some more details..
-I use AVG, the free version, as anti-virus.. doesn't do anything but scan. (does a sh*tty job at it).
-I have the default Windows firewall turned on, never had problems with it before, so it's an unlikely suspect.
-I have a brand new LAN card now.
-A fresh reformat and install of Windows XP Pro (about 2 weeks). I have reformatted a lot before, and all of the time setting up the internet had no problems. And besides, the problem started before I reformatted, until now.
-Same problem on IE, FF, Opera, even on Yahoo messenger, or anything that needs to access the internet.
-My ISP is PLDT.
-My router is a Belkin Wireless G Router. Our Macbook Pro, cellphones, PSP can access it fine.
I'm going to try a new LAN cable next. I hope it's the cable
u might have done these already -
1. try turning off the auto-update of ur AVG for the meantime.
2. desktop only using the router & nothing else.
3. is ur wireless setup secured? try turning off the wireless functionality for the time being.
4. do u have a torrent program/downloader working in the background? i hope there's no other program running in the background that's trying to access the internet. since u said ur firewall is ok, it seems some sites are timing out on you.
i hope u can just borrow a lan cable rather than buying.
or u cud just borrow a cable tester and see if its working and while ur at it check if its straight-through...

i tried using a direct connection to the modem, but I had some trouble setting it up. I'll try it again later.
no program running in the background.
i don't have a cable tester, and I don't know anyone close to home that has one...
school is here, i have less time to spend on the PC now.. so thanks for all the help again guys. much appreciated.
EDIT: one thing i've noticed, is when I get to start a download, that download continues without any problems, most of the time... it's like, as long as i keep on exchanging data with the site, it is fine. If I stray for just a little while, it loses the connection.. :-/
