tell me if i understood u ryt with ur inquery...ur friend, married another guy this time but had a child prior to her marriage and the husband wud like to adopt the child? we just had the finalization of the adoption process of my niece last year. all u need to do is look for a lawyer to help u and do the whole petition process.

this lawyer will be the one to make petition to file an adoption case for the child. once filed, the court will have like a draw by lot system as to which newspaper shall the case be advertised for 3 consecutive weekends. if nobody contests to the petition then they will proceed to the next step. they will schedule for an initial court hearing date. however, a DSWD personnel/social worker will be assigned by the court to do a case study and i think a series of interviews will be done to all person involve like the mother (your friend). then court hearing after court hearing if needed...but not always true in all cases especially if the judge will find it beneficial to the child's side. muta-as man lang gyud ang hearing kung naa mo-contra sa petition. once decision will be done by the court, a finalization will be given to her. i think the child's birth certificate will be re-filed for change of a parents name man siguro na.

cost was more or less 50thou and depends on the lawyer....wa pa na labot sa court expenses.

if ang cost imo ask...kana di nako ka-sure labi na ron na panahon. in our case, the father's name was stated i guess but no signature ky wa man gyud sila makasal sa ako half sister. sa law, basta di kasado ky d mada ang last name sa papa. they were never together and it was our family who supported my half-sis anyways. the boy, is never interested man pod.
