From the States? Do something Cebuano.... They might enjoy Sutukil. Bars and all that might just be the same old same old for them.

Take them to a tour of the Sto NiƱo church and museum, the Cathedral and USC. Maybe Fort Santiago. The Top, Mountainview. Bring them to Cordova to eat some shells and eels.

For less rugged settings I'd recommend Cafe Ad pero wala na. Maybe Alavar's is still open and Golden Cowrie or Cafe Laguna. Tsai has some very nice Filipino dessert you can eat with their tea for merienda. I recommend the bud bud. For great pizza with local ambience, nothing beats Haruhay in Mactan. I was thinking of trying out Chico's in Talamban but never got the opportunity. Anyone here tried that place please give feedback.

Remember, Cebu is a Chinese city, so a Chinese restaurant would not be out of place.

But if they do look for restaurants na dili Cebuano/Filipino. Yes, jazz n' bluz is ok. Nouvelle cuisine there is pretty good. olio, george, tinderbox. Or Krua Thai (ironic that they go to Cebu for good Thai cuisine).
Wala na guro Sinner's and Saints. That fake Firelights band there bored me to death anyway. Wala na ma'y watering holes dri sa Cebu na klaro. Formo ug Loft ra ma'y akong hibaw-an... subzero closed because the owner got fed up with too many bar fights. Mebe those crips & bloods are giving our city a bad rep, eh? Oh, there's still Club Z and MOOON, which has been newly renovated.

    Gimmicky? Sunflower na lang guro....

    Nothing beats the beach though.....
