It does not actually blocks the website but redirecting a certain website to the local loopback ip address(127.0.0.1)..I can still browse that website using the valid ip address(publicly known)..Example: i can browse have a www.google.com using ip add 64.233.189.147..try it..Edit the hosts with 127.0.0.1 www.google.com entry.

the hosts file is hidden...and I cannot change its attributes....dili pud ma edit or delete ang hosts file nako. what to do?
makita siya sa DOS window/CMD prompt, pero dili makita sa windows explorer bisan ug naka "show all hidden files na.."
I found two hosts in my hosts file that is detected as spyware by Xoftspy scanner...ma delete sa xoftspy, pero inig reboot...mobalik ra pud.
