Given a choice, to be born in the province or in the capital, I'd rather be born in the province.
People in the provinces (as a rule) are trilingual (English, Tagalog, and <provincial tongue>). They also will grow up with their own culture and (somewhat by national concerns) with the capital's culture. A single long enough visit to the capital would give one a good enough idea of its culture.
Therefore, one sees a wider world growing up in the province, than one would if one grew up in the capital. This alone makes being from the province worth it.
Being trilingual might be a factor why even some Tagalogs consider Bisaya (in their mind, it's everyone in the Visayas) better at English. It's just my opinion though.
Discrimination would always be with us but, I see the discrimination of people in other places a result of failing to see a wider world than what one grew up with. And that wider world just might be better than what one has. =)
