Just create a script that would constantly send keepalive messages to both modems nya kung ma down, call another script that would change your policy routes.

Oh by the way, i miss to say that a down DSL does not only mean that the modem is down. One scenario. The modem is alive but no net access. culprit? Its the ISP's DNS server that had some problems.
