Exactly, but what i mean by "pay him like american agent" is to give him a rate thats commensurate to his true capabilities rather than his being a highschool/undergrad level. Like in US, there must be no discrimination as to educational attainment as long as he meet all requirements to be a call center agent. Grant him with equal employment opportunites as what americans are getting if you want quality outputs.please don't equate equal opportunity with equal outcome. a high school/undergrad level applicant being hired by a call center company is a testament that equal employment opportunity is being practiced. if he/she is already hired then where's the discrimination part in that said equation?
and before you open your mouth again regarding "equal employment opportunity", please take note of what it stands for:

Ang demand kau rn are the nurses and PT's for abroad so knanglan gyud kmpleto ka sa academic requirements, diploma, licenses, state boards...but if u r a licensed engineer or commerce grad, gmay ra gyud ang demand compared to them...dats why a lot of peeps coming from these categories will find the need to be "creative", and "innovative", as the demand for jobs that exactly fit their academic courses here is not enough for the new grads that the schools are churning out every year...

Honestly, if i wasnt been reading springfield's or omad's post on EEOC i still dont know that there is really such a term or a legislation for that matter. But either way that doesnt deprive me of knowing its true essence because based on Johnson definition itself that you have given, it boils down to the recognition of man's basic rights which is pretty discernable even by Samoan tribes.

Highschool/undergrads..thanks to call centers they are given the opportunity to work, but not without bearing the brunt of exploitation, abuses, health hazards and untimely lay-offs. The first three are of course tolerable by a typical pinoy but the latter definitely makes them disadvantaged compared to other profession.
Therefore, no equal employment opportunity (sic).
