Nice article I'd like to share.

    ================================================== ===
    Lapulapu city's inconvenient truth
By Chris Malazarte (The Freeman, October 20, 2007)

I was in the shower when my little girl, Shiloah, yelled if there was an English equivalent for kapalmuks (literally thick- faced or figuratively, shameless). This is not her first to ask seemingly inane questions like that while also in the middle of an intimate liaison with my sabong panglaba.

I asked her if the word was for someone in school as she also has this habit of borrowing words from local TV to berate what she calls her kontrabidas in school but she was quick to say "No way." And to continue:

    Me: Anyone you didn't like?
    Shiloah: It's someone you know!
    Me: Huh!?(surprised)
Shiloah: The one you and mom talked about…mayor Rachada.
Me: Honey, I don't know any mayor Rachadaaaah! (playing as if)
Shiloah: The one with the lights that don't wooork!
Me: Nooooh, that's Radaza and he can't hear youoooohh.
Shiloah: Some problems with his ears?
Me: Nooooh. He's just too far to hear you say that.
Shiloah. But he sure knows how to read, right dad?
    Me: Yah (laughs).
Shiloah: Well, put him in your paper!!!
    Me: (soap slips)

Look, even a kid of seven knows.

My wife and I have also this irresistible practice to discuss with the kids what's in the papers or what's happening every morning over coffee with Leo Lastimosa's Arankada on the backround.

And when I read the missing documents about the "overpriced computers," I felt like uttering every dirty word I could think. I felt I was cheated or the public at best was utterly so.

Why all of a sudden documents which have been the subject of public inquiry or scrutiny were all of a sudden, gone!

My little girl must have been so troubled why a public office stuffed with well-dressed professionals with huge steel and secured file cabinets can't even keep records? (I suggest if you have business with the city, you better keep those receipts on file or else pay for what you already have. I know that's not your job. But sometimes you need to do some favor to an obviously inefficient local bureaucracy.)

As trivial as marbles, score sheets when she was still on kindergarten, friends' pictures, little story books when she was three, old Disney stickers and DVDs, she still has them. Of course, kids don't keep every single thing you give but you can count on them to keep those things that are important to them. If you haven't cleaned up their chest or closets lately, you better and you'll know what I'm talking. If kids can do a better job, why can't they? Besides, we didn't pay these people to do the job of the garbage department.

Now, if you've read or followed the "computer scam" that has been condemned by the business and religious community, Radaza's official spokesperson Teodulo Ybañez who is incidentally the City Administrator, mouthed to the mayor's rescue that they were "all above board." But can you really trust the words of the City Administrator?

When asked about the missing bidding documents, this he said, "I don't really know what happened."? Ugh! Take note, those words are from someone who heads an office that's supposed to keep them. Worse, where can you find an official mouthpiece with such audacity to defend someone of something that he doesn't even know?

I remember Al Gore's award-winning documentary "The Inconvenient Truth" posited that: "It is difficult to get a man to understand something when his salary depends upon his not understanding it."

Which brings me to personally believe that all the more Radaza should single-handedly answer those mind-boggling questions the public wants clarified (rather than entrust the job to his naive lip agents) like every mayor should.

A case in point is Cebu City Mayor Osmeña who can get you off your seat for his candid yet straightforward answer to every hot issue including, believe it or not, even sports. Of course, Radaza is not Osmeña and you don't expect him to be as glib as Tommy or capture at least a quarter of Tommy's brains.

Besides, it is not required of him or any mayor of this country to be like Einstein to run the city well, much less a man as conversant as Shakespeare to weld his cynics to his brand of politics or governance. All it takes is for one man who's willing to stand to speak his truth and principles without fear or embarrassment. And that's just simply it. No more, no less.

GOOD NEWS! This is the last term of Radaza, and he won't be able to run again in the next year's election!

BAD NEWS! His wife will run for mayor in the next election!

INSIDE STORIES : Right after the election this year, Radaza's campaign has already started. So let's put it this way. Radaza's campain has never stopped since he first run for Mayor ni Lapu-Lapu. He has been using the taxpayers' money in paying the salaries of his hired people whose main tasks are:

I-KEEP WARM ANG MGA DAKO-DAKO SA TAGSA TAGSA SA SITIO/BARANGAY/PUROK NGA ILANG GIBAYARAN SA NAKARAANG ELECTION PARA MAG GATHER NG TAO NA MABAYARAN NILA PARA BOMOTO LANG KAY RADAZA.

    What's their scheme?

They pay people during election!

Come to think of it. How many number of people in lapu-lapu city are members of these small groups? And each of them were being paid 500 pesos every election, plus an amount definitely higher than 500 pesos to their head?

    DO THE MATH!

Do you think mayor radaza would pay this much if he won't be able to double the said amount from his corruptions

The RADAZA'S will be with the city of LAPU-LAPU for a long time. It's gonna be the new OANOS. And it will take years... decades... to stop the RADAZA'S from winning.. just like the OANOS. A "Jonas Cortez" in Lapu-Lapu will and can never stop the RADAZA's from winning because they have the machinery and the TAXPAYERS MONEY during the election.

And you don't need to do the MATH on how these RADAZAs can be stopped!

    BACKGROUND TIDBITS OF THE RADAZAS:

    1. RADAZA became a household name since the days of Mayor Patalinghug (the husband of Norma Patalinghug). And why? kay adto sa ilaha-erimit ang JAI-ALAI! Yes.. you heard it right! Kung naay Jueting Lord ang taga Luzon.. ang RADAZAs ang JAI-ALAI LORD sa LAPU-LAPU!
