coolboss any form of monetization in whatever form, character or substance should be deem punishable by law & ground enough for graft & corruption. It must be stipulated clearly by law on the onset what items will be financially shouldered by the cadet (perhaps none at all), everything else will be paid for by the Natl government, in terms of training collaterals, trainer fee for non-gov trainers, insurance, ID, uniforms, manuals & other items deemed necessary for the completion & ensuring skill expertise in the chosen field. The quality of the intended result of the ROTC program is equally largely dependent of its given patriotic value otherwise such program would just be another easy venue for corruption, worse, encouragement of malicious activities resulting to damage or loss of property or life itself.
