    IMO, Federalism (for the entire country) will not happen within the Duterte's administration. I only believe he can accomplish peace negotiations with rebel groups during his time and provide autonomous regions for the moros. He needs to work out strong relationship with the military and police. Incentives and providing double salary rate with the respect to the current will be of great help provided that he can control the Congress which will be the one who will make a law of such.

    Should this Federalism would push through and places given autonomy and happens to fail. All blame will go to Duterte. paeta.

    For Mindanao instead of BBL, I think Digong is planning to implement a Bangsamoro Federal State, It will address their surfaced complaints but would deny the hidden ones.

    The thing is, most people think that shifting to this system is an easy one. There still be series of talks with MNLF, MILF and NPAs. The real bottomline of this federalism thingy under the new administration is to end arms struggle in Mindanao and other revolutionary groups and not to apply this for all.

    In the corporate world, they say, "Why change the system when it's working?" But clearly, the presidential system has failed. Time to try something new. Besides, change is good. It maybe difficult at first but we can adjust.
