I smell the start of dayaan.

Divide and Conquer.

Divide
Confuse the people, bring down website so it causes confusion.

Conquer
Do the magic and fix those machines.

Outside the country it has already started on OFWs voting, people not on voter's list, on gma news, the woman was not able to vote her President as there was nothing on the receipt, but all others it was ok.

People handling the machines will not be able to know this because they are merely operators.

It seems nowadays it's easy to win elections, just have the money to pay for the company who makes the voting machines.
