Not really in the case of some countries like China, 3 decades of annual 10%GDP growth and able to lift 250 million people out of poverty, will be the biggest economy for the next 10 years . All possible even with corrupt government.

Poor people can easily be be manipulated and will most probably vote for corrupt politician. By focusing on economic development, people's lives will improve as well as becoming more politically matured overtime thus solve rampant corruption. Not only that, an improvement in living condition will also reduce crime rates effectively. This is like hitting 3 birds with 1 stone and a real long term solution. This is not a utopian corrupt government, this is a simply a the most effective approach on solving major issues.

China given their population and cheap labor, definitely attracts foreign investment. China executes more criminals than any other country so they take crime seriously.
And we don't model our economy same with China since our population are not comparable to them.
We look at similar demographic and population, diversity of religion, culture and race as Singapore.
Singapore leader Lee Kwan Yew is a Unifiying leader he was able to unify a country even in its diversity, he promotes discipline among its citizens, and one thing I noticed on their steps to curb corruption is to make the salary of government employee competitive to lessen corruption. This is what I see in Duterte.
Poor people are manipulated and they have been for so long that they are already aware.
