I think there's a misunderstanding on the term GRADUATE. It's a different term in Philippines' post-secondary education compared to most Western counterpart.
Duterte is right that Mar Roxas a GRADUATE of Wharton School of Economics at the University of Pennsylvania is a MYTH. Mar Roxas is right to claim he graduated at Wharton School of Economics at the University of Pennsylvania.
Here why there's a misunderstanding:
In Western countries, a Graduate is also short for Graduate Program which an advancement education after successfully completed an undergraduate program (Bachelor of Science or Bachelor of Arts programs). So meaning, Graduate is Philippines' equivalent of Masteral or Doctoral. A student who got admitted to a grad program, he is a GRADUATE STUDENT.
Duterte is right that Mar Roxas is not a GRADUATE at Wharton School of Economics since the former DILG secretary only completed a Bachelor of Science in Economics which is an undergrad degree.

Roxas on the other side, he is right that he indeed graduated at Wharton School of Economics, and Roxas a GRADUATE of Wharton School of Economics is indeed a MYTH.
I hope this clears up any misunderstanding from iSTORYANS here. Let me add an excerpt from an article of the Manila Times dated December 11th, 2013.
DILG secretary Mar Roxas is a curiosity in this saga, because he is ever present and prominent. Besides heading a major department, he has long been designated as Aquino’s heir apparent.
One Filipino living in the US —a native Leyteño and MBA Wharton alumnus—has reported that contrary to the official and popular impression here, Roxas is not an MBA alumnus of Wharton, like Manuel Pangilinan of PLDT. A Wharton professor remembers Roxas as an undergraduate in the school. Roxas got an undergraduate degree in economics. But he did not return to Wharton to get an MBA degree.
This shows that Roxas does not have the professional training for professional management and executive leadership.
Like his boss, he has only a bachelor’s degree in economics.
