Sunstar is controlled by Garcia, an Osmena nemesis so I won't be surprised if it's a one sided commentary.
But I would suggest you dig more on the root cause so you can validate yourself.

However let me give you a high level root cause analysis:
Level 1: Garbage not being collected. Why?
    Level 2: No budget. Why?
Level 3: (Rama's Camp) Supplemental Budget not approved by the council
Level 3: (BOPK) What happened to the original budget allocated in the start of the year? Spent for other 'reasons'! The mayor has existing budget for other programs that does not seem to be of use and can be re-allocated to maximize what is already available but the council has been barred from meeting his finance adviser.

From my view, monetary transparency has really been a big issue for the Rama administration and from a very skeptic view, someone's filling out their war chest or for their retirement while shifting media attention away from what they are hiding.

    Debate!

Sunstar is not the issue here to me. To me the issue is that the Osmeña camp blocks all initiatives of the Rama camp even if they are good for or needed by U.S. Cebuanos to improve Cebu. Kapoy na, putol na. Daghan man away ni Rama. Apil na ko ana kay na pul-an na ko sa iyang pag cge ug kanta ug kanang usahay nga he does not act like a mayor in some meetings. So no, I am not exactly a fan of Rama. But I will say that his heart is in the right place while Osmeñas is not. He has been mayor for two terms with limited success due to an adversarial city council. This election I think he will win with a majority council so we will really be able to see what he can do. Remember that in all Tommy's years as mayor, he had majority of the council supporting him.

And yes, I do want to see both of them debate even if I think Tommy would have an advantage in a debate because he is the better speaker.

And for your information, the council never approved the recommended budget for garbage collection for the year. They approved a much smaller amount. Kung diskompyado ka sa Sunstar for no valid reason, let's look at other sources.

I believe there are two reasons why we have a garbage collection problem. One, the minions of Osmeña in the council did not approved the budget that was originally proposed but slashed it by more than half. Two, even if the original proposed budget was approved, it would not have been enough because Cebu's growth and development (in particular construction, among others) was much more than projected, resulting in more garbage.

HAHA! Do you even know where did Rama get his figures for the budget proposal for the last couple of years?
It was unrealistic and acted like the city has unlimited source of money. You might want to show proof on how did he came up with those bogus figures and where does he intent to get the budget for it because he didn't prove anything at all.

Allocating the budget for basic services such as salary for employees is an accounting 101 matter.
And yes, it should have been kept safe for the people and not spent on some other activity that Rama favors thinking he always has a blank check. If you think that growth was not considered, the mayor and his office should have made that argument long before, but didn't he?

I would suggest not to judge the book by it's title but seek out the details.
Dali ra kaayo ma ilad ang mga tao because Rama is positioning himself as if his actions are for the people but again, transparency is a big concern for his administration.

If you can help provide facts, I would be grateful and even encourage others that Rama is not only the KTV queen but a real man/mayor
