Connect your PC chassis to earth ground to solve the electricuting issue, the more moist imong kamo the more conductive siya sa base metal plate sa mismo keyboard, the ground of your USB keyboard is connected to the chassis ground which by design be connected to the earth ground of the AC outlet for safety purposes, since were living here in the philippines di uso ang ground sa AC outlet so you can connect it manually on metal pipes connected directly to EARTH ground...
Same thing happens to me pero wala pod koy Earth anang ground2x. Same thing happens to Apple keyboards tungod sa Aluminum mana and even my Silverstone ATX case, makuryentehan ko pag turn on sa PC... LOL! My solution is I wear slippers nga rubber para dili mo ground inig hikap nako or mag socks hehe HTH!
Proper grounding on a PC is a must when a country experiences heavy lightning storms, congested telecommunication transmitters, some frequencies can also interfere with the computer units rendering them unstable sometimes kung walay grounding ang PC, computer equipments also emits some harmonic frequencies that can interfere with some audio visual equipments, so if a proper chassis grounding is applied all of the above is eliminated, FCC and OSHA strictly implements proper electrical grounding to be integrated with the building electrical plan in the U.S. it`s both for public safety (if someone uses the PC and the lightning strikes the electrical grid at least sa ground mu drop ang high voltage) and for the unit itself not to interfere in some electronic equipments...
As for the philippines, were still happy and contented on a very BASIC electrical systemna hala cge gud...FTH

Equipment grounding on PC (or any other electrical equipment) was implemented to make the circuit breaker trip if theirs a short. Grounding conductors was implemented as a safety precaution. It wasn't intended for heavy lightning, congested transmitters, harmonics, etc.,...these are all coincidental. Although there are other grounding conductors manufacturers' requires such as dedicated ground, isolated ground, redundant ground, etc., but thats another topic in itself and, aside from redundant grounding, not required by code . Grounding conductors was implemented before PC was around.
FCC and OSHA does NOT implement electrical grounding rules......it is N.E.C. that implements and enforce U.S. electrical (including equipment grounding and lighting protection) building requirements.

Ground Fault interrupters was not available way back in 1960`s but they already standardized their electrical systems back then, originally they designed their building electrical systems with ground conductors for the main two purpose, lightning safety, and for some frequency emitting units not to interfere with other units...>>> LINK 3
That`s the reason why the power Supply Unit in our PC`s have capacitors connected from line filter to chassis ground, that is designed for trapping emitting strain frequencies to ground generated by the oscillation of the primary A.C. oscillator, mao pud nay maka kuryente gamay kung di ma connect sa EARTH ground ang mismo PC, I tried removing it on my previous PC`s pero ang resulta nisamut ang emission sa EMI noise nga maka interfere na sa akong FM radio ( minimal distortion) ug sa T.V. (small vertical retraces) inig ON sa akong PC, so I decided to put it back plus connect it to earth ground, karon limpyo na, minimal na ang interference, mu splat na lang siya sa akong VHF tranceiver pero di na siya makita sa TV ug sa FM radio![]()
