The discipline starts with the visitor , not the people who lives there who promotes it. Have you heard of mass climbs ? Bag-ong kabuang karon ay sa bukid somewhere in Tuburan / Tabuelan not sure exactly where . Almost 200 campers where there in a single trail , site and time. Dont you think it will also get there in due time na mo mapangayuan mo ug ridiculous amount of fees ?

If you read closely the statement I made , that fees was probably a form to filter, minimize or control visitors who does more harm than good to the place. They dont need your money, kagamay ra ana na income para daginuton mo . Weekends ra gud na mahitabo in most cases. Until then , I am the wrong person to clarify on the matters but the LGU of the place you want to visit and got disappointed because of fees.

If you are a responsible " mountaineer " then good for you . Too bad na among ka sa kabuang sa kadaghanan .

Dili man na basehan intawn ang fee if major siya or dili . Samot na ug private land na inyong gi sudlan samot basin maka ingon mo lupig pa man ang naay Sherpa nato ani na kita mura na ug mabuktot . The point is , if you want it to be reasonable , you can air it out sa LGU's because sila ang naay control sa baranggay unless private land na siya. But just because that was the fee means di pod siya reasonable mao bitaw I gave you a birds eye view kung ngano albeit my waiver that I am just speculating but on a realistic thought. That would equate , for NTH TIME , crowd control , filter the number of people visiting the place to preserve the flora and fauna and I am inclined of the more realistic approach an di na siya pangwarta.

Explore places ? Thats the very reason why I only stay in Cebu . I am not a mountaineer , much more of the word or title abused by so many people na nakasaka lang gani sa isa ka buntod maountaineer na tawag . Hope you are not one. Pwerting kadaghan pa intawn nato na lensa ug lasang bai na wala pa na explore or matawag ug forgotten trails where I can say active lang ni siya sa hikers back in the days circa 80's. What if I tell you naay lugar diri sa Cebu City na naay mga tsonggo namalik and I am not talking about Cebu Zoo ? I am talking about the highlands of the city. My point is , sama sa sulti nimo di na nimo isulti aron di ma istorbo ang na diskubre nimo pero I doubt, kung sa Cebu City lang basin nagkasugat na gani ta wala lang nagka ilhanay. Mo abot ang panahon na mo reklamo na pod mo because of very high ridiculous fees na unta libre man na s auna ? I cant blame them , daghan abusado na mountaineers kuno unya pasanginlan mga happy campers , ni sumbalik ang pagpaningil sa fees na abusado kaayo sa presyo. If di na nimo madawat , simple ra kaayo .... adto pag camp sa libre na lugar na nadiskubre nimo.

Imo ra pod gi contradict ang kaugalingon na sad nimo. The responsibility of the place should again start with the visitor and di tungod kay naay tourism agency na babysit ninyo . Supposedly , it should be both ways also , mete halfway , instead kamo ang liason and ambassadors and I hope and pray you personally are acting like one otherwise usa ka sa nagpakauwaw sa outdoors community in Cebu but I doubt because if di nimo i share ang na explore nimo , its an act of preservation . We also do that unless naay local maka guide unya balik balikon nanuon hantod mabun-og ang vegetation na makahasol sa both native and highlander communities.

The tourism has no control over the religious acgtivities during holyweek . That would be a different issue. I am point out to MASS CLIMBS . Have you been to one ? It occurs more than just the holyweek , magkalisod gani every month .

Lastly ... again I am the wrong person to air out your frustrations sa kamahal sa fees . I am only providing an insight sa unsay reality karon . Take it or leave it.

I also want to add a few info for others.

I recently inquired as we are planning to climb the mountain unta. But decided not to pursue due to the following fees and limits. As per Kyno (the only guide who can guide mt kapayas), the trail can only allow 10-13 people max at a time. We are way more than that.

The fees are as follow:

Mayors Permit - Php 250
Baranggay Fee - Php 50
But additional transpo cost to get the barangay permit is Php 340. Ridiculous. More expensive than the actual permits.

The guideship fee provided to me was Php 150 per head (knowing that climbers will be around 10). This already includes the permit daw. Shady. Expensive.

If the ordinance was actually well-defined. They should have provided fix rate for the guide and not per head. 13 people should also require at least 2 guide. At least that is the usual number for most controlled mountain. But knowing na usa ra ang guide sa Kapayas is really questionable.

Lastly, to limit the access to the mountain to only 10 people is really selfish. 20 is more understandable.

Regarding the issue of irresponsible climbers, I don't think increasing fee can actually do the desired filtering. Most irresponsible climbers can afford.

All these mountains mentioned above kay louy na kaayo. Daghan na kaayo basura tungod sa mga irresponsible "mountaineers". Bisan ang new trail padung sa pico de loro, wala di patawad. bag-o ra gyud na ablihan naa na mga basura gipanglabay lang sa kilid2x. Nya louy na kaayo ang trail, sobra na ka eroded tungod sa kadaghan tawo manaka.

Mao sad ni ang mga rason ngano wala gyud ko maaghat magcamping2x sa mga bungtod. Kay kung magdugay ka sa lugar mas dako ang tendency na madisturb nimo ang lugar. That's why I prefer na dayhike or via trail run ni nako mavisit ang mga bukid.

Sakto lang sad ni na move sa LGU sa Catmon para macontrol ang mga tawo na manaka para sad sa safety sa mga turista. Nagpuyo ko sa silingan lungsod, og base sa akoa nabantayan seasonal lang na ang pagsiaw sa mga NPA sa bukiran bahin sa Catmon, Sogod, Tuburan og Tabuelan.
