    bro @spartan301 naa ko ask bro kinsa man diay mo bayad ana nga Obligation if dili na ma settle sa nag loan ( Private Proponents ) nga ang Goberno man sa Pilipinas ang guarantor ana ... please explain daw ug kinsa ang mobayad if ....

    Ang Issue ani COA kay ang Constitutionality man dili man ang utang, dapat e disclose ang contingent liabilities ...

    klaro kaau sa gi ingon sa COA ... COA defined contingent liabilities as “possible obligations arising from past events and whose existence will be confirmed only by the occurrence or non-occurrence of one or more uncertain future events not wholly within the control of the entity.”

    POSSIBLE OBLIGATIONS ... so puede mahitabo nga si Juan Dela Cruz maoy maka bayad ana nga obligations

    2. wat r the essential requirements in d pre bidding stage?
    3. how are these ppps/bots recorded on books?

    not familiar how the government is doing such transaction ... but as as what i understand per COA the loan already incurred by the winning bidders, most likely if it failed the government will assume the liabilities .. please correct me if im wrong ....
