Adroid app that can push notifications from an android phone/tab to another android phone

With millions of Apps at Google Play, is there an app that can do this? Like if you are using a tablet, perhaps a Samsung Galaxy Tab S with a sim card (unlimited data), then you also have a Samsung Galaxy V (no sim). While riding a jeepney or you are in a crowd, you don't want to take out the tab from your bag if you receive calls, texts, emails and others, but instead use your Samsung Galaxy V to get notifications from your tab, read and reply messages or possible answer/make calls.

Is there an app that can do this like a Smart watch? Or I am just having a vivid imagination? Smart watches are very expensive than a low range android phone.

been using it with my phone with sim +Galaxy Player 5.0 (obviously no SIM) + Bluestacks (very obviously no SIM )

not sure, but my first impression is that pushbullet is for computer to phone and vv. i'm looking for a phone to phone/tablet and vv.
