Deep Cool Rockman Fan Controller Issue

mga masters, mangutana lang ko if known issue ba jud ni siya sa kani na fan controller. got this from a fellow istoryan 2 days ago.

kung totally off or naka full fan speed, wala ra siya'y whine. but if naa sa tunga2x kay mu whine siya.

Not sure if it's a hardware defect or mao ba jud ni siya.
