Okay ra. Turn ON passcode (together with Touch ID) and then Find my iPhone.

Try BioProtect to lock individual apps with Touch ID.

No, it's not necessary during the actual Jailbreak. It's even suggested to turn ON airplane mode. Of course, eventually you have to connect to the internet when opening Cydia for the first time.
