We should keep in mind that law enforcement is different from personal safety. The police are there to enforce but we civilians are still responsible for our own personal safety. My personal experience with them is this particular police station near Hoops Dome in Lapu-lapu. My ex-gf dropped her phone on a tricycle and she realized it about an hour after pa. Were we able to recover it? Yes, definitely. Thanks to two things. First, I had activated the security features on her Samsung. Second, police effort. We were able to recover the phone in less than 12 hours. Mind you, it was not an expensive Samsung but just the cheap galaxy Y.
Bottomline, personal safety is your own responsibility. the police can only augment that a little with proper police visibility.
