- Because up until now people still does not know that each lane has it's own speed limit, that the rightmost lane is for slow moving vehicles and the leftmost lane for fast.1.3 Higher or stiffer penalties
- Because up until now the people's idea of a speed limit does not include the "minimum speed limit".
- Because up until now the people still does not know who goes first in an intersection.

Agree ko kaayu ana...the same pod na akoa reason!
Dapat naay limit tanan vehicles...
NO Surplus ug design modification..(except accessories )
kita na pod manglabay sa laing nasud sa basura nato..
Higher Tax ug develop Mass Transport Systems..and improve pedestrians.
Problem...probre ang pinas..Thats why this should only be applicable to private owned vehicles
Ang mga buses ug jeepneys ma exempted jud ani!
"Limit" is probably the best term to use. With collegiate education as a requirement and strict rules in motorcycle acquisition, maybe it will passively reduce or regulate the number of motorcycles.
Motorcycles can now use expressways
This is also a good manual to educate the motorcycle drivers.400 cc motorcycles will be allowed access in all expressways but they must comply with all the provision stated in Republic Act 4136 known as the Land Transportation and Traffic Code of the Philippines.
This is a good interactive test on "giving way rules":

@NudgeDELTA -- my thoughts.
1. Strict Enforcement of the Law1.1 CITOM should be criminology or college graduates - what's the advantage? traffic management can be learned even without a degree. it is more on the character of the enforcer that will be looked for.
1.2 Driver education - this is a MUST. no exemptions.- Because up until now people still does not know that each lane has it's own speed limit, that the rightmost lane is for slow moving vehicles and the leftmost lane for fast.1.3 Higher or stiffer penalties - specific to?
- Because up until now the people's idea of a speed limit does not include the "minimum speed limit".
- Because up until now the people still does not know who goes first in an intersection.
1.4 Traffic cams or CCTVs - this is a MUST. afaik, we already have a few for Cebu City.
1.5 Harsher penalties for Jaywalking - there was an attempt to implement this years back [link]
1.6 No sale of cars to those who can't provide a parking area - i think this is related to 1.7. i'm not sure who's the "who" here.
1.7 Provision of parking areas for business establishments - all establishments should have parking areas else permit will be revoked or no renewal.
1.8 Higher metered parking fee - this is a MUST.
2. Strict Driver Licensing - below are absolute requirements. higher penalties to implementing agency/staff who provides approval.2.1 Exemption from pre-driving seminars is prohibited
2.2 Age and Disability Limitations
2.3 High School Education is a minimum requirement
2.4 1 Year interval in Driving Test after failure
2.5 Two-part (Theoretical and Practical) Driving Test
3. Strict Automobile Licensing - below should be implemented.higher penalties to implementing agency/staff who provides approval.3.1 Lifespan of cars are limited up to 10 years
3.2 Quality Assurance standard of LTO
3.3 Higher tax and licensing fees
3.4 Higher sales tax for automobile companies
4. Strict Traffic System4.1 Remove and outlaw jeepneys, tricycles, "habal-habal", and "trisikads" - this should be done gradually -- maybe they will be allowed only in barangay roads and not in main roads; displacement and lose of jobs to be considered
4.2 Adopt a massive transport system - soon to be implemented (Cebu BRT)
4.3 Enforce highway patrol officers with jurisdiction over the whole of Cebu - this is a MUST. also create a reliable complaint system to erring officers. existing system is not.
4.4 Color coding of parking zones - this is a MUST and be strictly implemented.
4.5 No left turn policy - this is a MUST and be strictly implemented.
4.6 Truck bans - this is a MUST and be strictly implemented.
4.7 Freeways are long overdue - this is a MUST and be strictly implemented.
4.8 Road widening - this is a MUST and be strictly implemented.
4.9 Limit the number of Taxis - this is a MUST and be strictly implemented.
4.10 Remove motorcyles - this is still to be debated. maybe a designated lane will do.
