bachelor's degree for barangay captain and councilor.
mba / public administration for the city/municipal level + 5 years management experience in any enterprise.
mba + law + 10 years management experience for provincial level.
mba + law + 5 years management experience in private firms + 10 years executive experience in government for prexy and vp.
for lawmakers: 10 years law practice for lower house, 15 years law practice for upper house + 5 years city level legislative exp.

no family member up to the 3rd degree in any other government position.
no family member can run for your position after your term fro 3 terms.
no second term if GDP of your area does not increase by 5% by the next election.
no second term if poverty and joblessness does not decrease by 5% by the next election.
standard of proof for removal due to betrayal of public trust or other offenses : circumstantial

these would be great...so, i guess, we'd only have 2-3 senators by next election?

And besides high standards of qualification is not assurance to win in election.

but, hell, it does raise the quality of laws being passed in congress/senate...
