It depends. In the case of a 7850, its a natural running @ 7870 clocks, because they are downclocked variants. Also applies to 7750 (7770), 7950 (7970) etc. A notable example was the then very popular hd 5850 and 5870. Everybody was flashing their 5850s to 5870 clocks. Overclocking them beyond their natural capacities, thats where risks start pouring in.
So Overclocking = pushing your VC to it's max capability? Making it work better.

Not to the max. The real safe limit is the the natural clocks. And really depends on the chip. Some chips are already pushed beyond their comfortable operating parameters. So overclocking them doesnt really help. Example is the 9800 gtx+ which is an overclocked 9800gtx and the 7790 which is an overclocked 7770 (but not so much). Overclocking cards such as the 4890 should concern you as it is a 4870 being pushed too hard.
I used to be very fond of the low end 7300s (gs and le). Really low end cards but overclocks naturally up to 7600gt speeds with up to +200 on the core. Thats a hard feat with air cooling on the old gen cards. Lipay kaayo na ka ug maka 100mhz sa una.
