you need to know the exact time and date when you encountered that IP Address. Then the ISP can scan through their records on whose account that IP Address was assigned to, during that specific date and time.
But if that person was using an internet cafe... good luck.
and you need a court order from a judge to have the ISP release any records.

Adto na jud ka sa ISP ani TS kay if dugay na nahitabo ang scam basin dili nani mao iyang IP gigamit ron. Dili ba na dynamic ang ip sa mga wireless like smartbro?
