    A foreigner friend of my sis-in-law was a latest victim of this just last week, they called me they were in LTO Mandaue about to take a local driver's license and were greeted with fixers on their way to the office. I told them to back off and instead file it on Talisay coz it's nearer to their place and not so crowded based on my own experience. When they entered LTO Talisay's branch they were given much attention than the others who came in first and i thought fixers are just bystanders who just waited outside. In short they were asked to pay 4,000 aside from the medical and drug test. Arun di halata adto nangayo sa bayad sa gawas, wala ray oras nahuman ang transaction. Nahibung tawn ang foreigner kay ako sulti niya 1-3 hrs waiting time arun mahuman og process pagkuha og driver's license. Gi assist gyud kuno sila wa sila kahibalo nga fixer na diay to naa sa sulod sa office.

    I think fixer's, nagusgod na ning mga kanahan panahon pa sa atong mga lolo... Hangtud karon naa lang gihapona, forever and ever amen na jud ni sila bisan asa nga agency nga daghan ug tawo. Ang tawo raman pud ang hinungdan nganung naa ni sila. Naay daghan sila jud ang mangitag fixer kay feeling nila mas makapabor sila sa uban, mas dali mahuman.

    bsan asa naa nman nang fixers oi, sa NSO, NBI etc..d lng mn pd tungod sa mga tawo ngano naa ni cla, tungod mn pd ni sa mga gov't employees..

    Driving is a skill with or without a license. Accidents happen because of one's personality AND the condition of the vehicle. No matter how educated or trained driver you are but if you are anxious, less patient, easily gets angry, feeling VIP, drug addict then you are prone to accidents.

    The LTO fixing has got nothing to do with accidents on the road IMO. It is one's personality/behaviour on the road that gets you into accidents.

    A license is just an ID. For accountability issues if ever you will be involved in accidents. Having one doesn't mean you are a skilled driver. So ug accidents lang ato istoryahan kanang fixing ug accidents wala nay relation ang duha. Ang imong behaviour sa dalan dili ang license ang maka cause sa accidente.

    Kadaghan diha walay license pero wala man na accidente sukad. Disiplina na sa driver dili sa fixing licenses ang cause sa accidents. Ug ang status sa sakyanan pud. Ug mo adto mo trans central highway unya inyong break kumong2x aw expect mog acccidente 80%.

    Basic requirement man intawon na ang license so that you will be permitted to drive and you're bounded by law. It does not exist just for accountability purposes once involved in accidents. The last part of your comment is, it's like you're saying that LTO should not require licenses as long as behavior is okay. Ergo, licenses are only required for misdemeanors.
