I deeply encourage police visibility, if you will read in the "riding in tandem" thread.. meanwhile policemen act as guardians to a supposed-to-be secured facility and earned P18,000 a month is no big deal to me.. as long as they can do the job and as what I've known, neophytes were the one being placed in this position

if the gov't ought to solve lack of police visibility, then they need to hire additional heads.. as I remember they even stop the practice to only recruit straight men.. gays are now welcome in the police force

yes, i stand corrected on this..

anyways, here are the reasons why they need third party services:

    1. stricter "No ID, no entry" policy at the gates -- PNP even claimed that there are arrogant police officials who used their ranks just to bully those (policemen) who guard the gates, how much more are the security guards? Dasma incident is a good example.

    2. waste of talent, policemen should be in the streets -- if you put these arrogant policemen into the streets, do you think they will be able to perform their duty well?

    3. cost-saving -- its ironic when the PNP aim for cost-saving when they in dire need for modernization (involve huge amount of money)

Of the three items, it can be solved by 'DISCIPLINE'. That's free of charge.

here's another irony PNP modernization is not centralize unlike AFP, a PNP force can actually be as modern as the other country depende sa LGU.. remember the control of police foce has been given back to the LGU, its in the law... except sa mobile battalion like SAF/RMG
