Here are the interim solutions:
- check each family and their status of living; gov't to work on providing livelihood to them as soon as possible
- barangay officials/authorities to check internet cafes, deploy civilian to monitor and check illegal activities. Also register those families with personal computers for monitoring purposes
- barangay officials/authorities to provide constant meetings with parents, making them aware of the consequences
- provide bounty to whistleblowers who can provide details who are those people engaged in this business (child pornography) as well as the real perpetrators (mastermind) who brought this kind of business to them
long-term:
- ISP to block known child porno sites
- Pass an amended cybercrime law
- Constant upgrade of police forensic and tracing capabilities to capture 'real' perpetrators
PNP had launched Project Angel Net (Cidgangelnet Blog) which aimed to raise awareness and educate parents on how to protect their children from cybercrimes but looking at the website's content, my personal assessment is, the site is not useful at all. More often, I believe, few parents will actually visit or doesn't know that the site exist at all.
