I want to create a website that accepts payments via online.
Paypal is great but its available in the philippines via send money only.
Who have any idea. It a pontentially good business.

If you want to start an online store, there are a lot of other payment processors available other than paypal. In fact most e-commerce sites accept credit card directly, instead of going thru paypal. PayPal is prevalent as it allows someone even without a credit card to purchase online, by giving them the option of depositing funds directly to their paypal account, in the states that is I'm not pretty sure what are the methods are available for the Philippines.

But If you want to be a payment processor thats totally a different egg. First you have to go to a bank and sign an agreement develop a system for online paymets, then get a PCI-DSS certification...

paseojen is right in saying most business are afraid of online transactions, as the burden of proof lies on them. When an online transaction is contested by a card holder, PCI/banks automatically return or void the transaction. Even if the merchant has delivered the items already. In most cases of online fraud transaction under 1000USD are not investigated, as the investigation would cost more than the transaction. And If merchants want this investigated, theyd have to choulder the expenses. What most merchants do is just blacklist the said cards, and charge the transaction to expierience.
