actually boss. its now about keeping a gun that makes swiss country safe. here's an article of the ten countries with the least recorded crime rate, an excerpt about switzerland:

With more than three countries that are considered to be among the ten most secure places to live in the world, like Geneva, Bern and Zurich; Switzerland is renowned and respected for the low crime rates it boasts. Even the crimes that have been recorded in certain periods of time, about half of it has been committed by foreigners. Peace, harmony and a tranquil atmosphere among the inhabitants and around the country, is ensured by valiant police officers in numbers of 216 policemen per a 100 thousand people making Switzerland the definition of safe-living, truly.
kung atong tugkaron, its the police to population ratio and nakapa safe sa switzerland. its now about having guns. plus sa disiplina sa mga tao tungod kay gikan sila military training bonus pud na.mao nay nakapa safe sa ilang nasud.

and to add another counterpoint, singapore is number two. yet only the police have guns. same reason with the swiss why they are safe, law is strictly implemented whoever you are, population to police ratio, police visibility. and disiplinado ila society tungod sa military service.

tiaw mo na nga sa atoa sa pinas ang encoder kay police. walay silbi ang police kung gihimong encoder ug tig record ra sa blotter. dapat ang police always errand. nag ronda. naa lay gamay mahabilin sa precint for responding.kay anyway maka radyo raman sila if in case kinahanglan mag full force sila sa crime scene.

I think the best solution for this is POLICE VISIBILITY especially in identified crime-prone areas.
Pero ang problema, kulang ang atong police force as of this time.
Also, amping nalang sad siguro ta.

lisud gyud police visibility kay atong police to civilian ratio, perting bati-a gyud tawn kay unsaon ubay2 man pud ta.

ngano walay post vigilante era sa davao? check davao's population density and compare it to cebu's. pretty sure people there know everyone else which isn't the case anymore in cebu.

Bai kana sya nga question is very very broad and needs a multi-approach solution that should involve EACH AND EVERY FILIPINO.
I guess that issue is not fit for discussion here, in the meantime. kay basin maabot sa tae ang estorya.. hehehe

For now e limit lang sa nato within sa primary characters sa usa ka "riding-in-tandem" criminal. These are the main points to consider:

    1. Identity of the Riders- citizen profile
    2. Motorcycle- as a medium to commit crime. The influx of cheap, affordable motorcycles to our country in recent years bringing in new technologies increasing speed and acceleration, to the advantage of the criminals making them two steps ahead from law enforcement..
    3. Firearms- the age old problem of curbing down loose firearms.
    4. Law Enforcement methodologies that need to be upgraded to keep with the times. Don't forget the logistics and other resources.
    5. Police Visibility- if we base on the current population growth of our country vis a vis with the meager budget for the entire PNP, then it is downright stupid to recruit members just to man the streets 24/7. Remember that police visibility is just a small part of their day-to-day activities in police work. Let's look for ALTERNATIVES.
    6. Enactment of Laws- that properly address the problem, it should be BOTH SHORT TERM and LONG TERM. Dili pwede isa lang it should be both.

Enactment of laws? Di ba majority sa pinoys are law breakers? Even to the most sensible laws to be passed are opposed based on their queer ideas and desperation for acceptance in society. Good luck.

How to prevent? OWN A GUN (legally)...for self defense, this one is by far the most reasons for anyone to own a gun.

police cannot protect citizens 24/7 and even if they could, they don't take an obligation to do so. one must accept

    responsibility for its own security...

to deny a human rights to defend him or herself from any threat is most grievous crime againts humanity...

because we have shortage in PNP nationwide, we can tap the help of our AFP.
investing in high tech surveillance equipment may help too.
