    Today, Tacloban is a wasteland where dead bodies rot in open air and survivors struggle to live. Almost all homes and structures are obliterated. Food and water are in scarce supply. Taclobanons never expected the storm to come 7 years early.
    What made Tacloban so vulnerable to Haiyan?

    The warning was there approximately 3 days before landfall,
    I do believe that they made the preparation but sad to say yolanda was way too strong it wipe out not only
    their preparations but their homes as well.
    They do not have any choices to satiate their clamoring empty stomachs.

    If I may add my 2 bukos worth... That picture of an armed man may likely intimidate potential run of the mill looters, but for hardcore criminals, neps or the like, he presents a good target...


    Like 7DMM, I'm all for defending my family, myself and our supplies from looters... As the reasoning of the people here goes, we are also just trying to survive...

    Hindi tamang mga small time looters lang ang habulin at papanagutin ng Department of Justice (DOJ) na nagsamantala sa pinsalang dulot ni super typhoon Yolanda kundi maging mga big time looters na nagpipiyesta pa sa kalunus-lunos na sitwasyon.

    Ayon kay Sen. Miriam Defensor-Santiago, kailangang masiguro ngayon na hindi mabibiktima ng mga kriminal ang mga nasalanta ng kalamidad at protektado ang kanilang kaligtasan at mga karapatang pantao.


    Sinulatan pa ni Santiago ang DOJ para igiit na ga*wing prayoridad ang imbestigasyon at prosekusyon sa mga mapagsamantalang ito.


    “The DOJ has to focus on the widespread looting in Yolanda-stricken areas, as well as the legal actions to these,” pahayag ni Santiago sa kanyang liham kay Justice Sec. Leila de Lima.


    Ginawa ni Santiago ang hakbang kasunod ng mga ulat na nagkaroon ng malawakang nakawan sa mga bahay at establisyimento ng mga nasalanta ng bagyong Yolanda.


    Pinasusundan din ni Santiago ang ehemplo ng Justice Department ng Amerika na matapos ang Hurricane Kat*rina, agad bumuo ng disaster fraud task force para magbantay at umusig sa mga “looters” sa gitna ng kalamidad.


    Agad namang tumugon ang DOJ kay Santiago at nagbigay ito ng garantiya ng maagap na aksyon sa mga sistematikong magsasamantala at umano’y may zero-tolerance policy ito sa karahasan at rape.


    Case-to-case basis naman umano ang trato nito sa looting o pagnanakaw ng mismong mga biktima ng kalamidad.
