yes you are right, but saying that it should start in the national government is senseless. it's like saying that inorder to be wealthy you need to have more money, but really inorder to be wealthy is change the way you live, change your mindset,. your putting too much accountability on the government, change should start on the people themselves kay ara baya magkuha ang government ug taw nga mo manage sa atong nasud.. now if naay mga corruption its not generally ang gobyerno dautan, naa lang jud taw nga hangul dili mana mawala even abroad, mangita na sila ug loophole sa systema para mka kwarta or stay in power..

On this situation we are in right now, the filipino people(especially those people who are badly affected by the typhoon) needs its leaders to guide them. And that is the message here.. I know they have been sending help, but they need to step it up.
