You are looking at the right angle here, but your argument only proved that we are in the same line of thinking here, at least fundemantally.. indeed discipline is the key, that's why i emphasized earlier where we should start.. i understand your frustration, kong atong ikompara we are way behind other countries, but dwelling on that fact only puts our country a bad name, not that it already is.. The government is well aware of the damage Yolanda can make before it hit the country. They even know nga magkastorm surge.
