Though Dili jud importante pero for general public information kay when people are given coordinates aside for those with educational background na kahibaw mo plot/graph.... Mas convincing paminawon ang closest or exact area... Than numbers.... To people na Dili kaau or wala jud idea ana... And kasagaran sad mas basahon ang area or name sa area kay sa coordinates.... But allow me to emphasize na kaning values or location differences between the two agencies are not that important to me personally...

If you're referring to the website, it's an aggregator for earthquake information, meaning they get data from multiple sources, not just PHIVOLCS. If you're referring to the aftershock location map, then yes, of course it's PHIVOLCS source -- USGS doesn't have the capability to track minor non-US quakes.
using a landmark or known location as point of reference is common practice in navigation... many centuries ago navigators uses constelation and moon to navigate... its just a matter of common sense understanding the terms... however i can see that philvocs need to laymanize the use of terms so most (bobong-)pinoy *pun-intended* would understand....
