is UNDERCLOCKING/UNDERVOLTING Dangerous ?

I have a Maximus V Gene + I7-3770k + HD7870

currently I've been running this for 1 month (not 24/7) with these settings

Core Speed: 1.6ghz-3.5ghz (underclocked)
Hyperthreading : none (4-cores 4-threads)
Core Voltage: auto (1.1V - 1.24V)

but sa latest bill nako, I found out through libog nga calculation, that I'm still paying a lot (PHP 446.6) this month sa CPU alone..

So I'm planning to use my low end rig instead:Gigabyte Z77n-Wifi + i3-3220 + HD7750
I'm planning to run it on 1.6ghz tops on .9V , with these settings I calculated that I will only be paying (PHP 212.40) per month

My Question:
1) If I kept the cpu on 1.6ghz .9V, bad bah ni para sa akong system??
2) Can I still play a decent game on 1.6ghz?

Not bad. Maka play siguro og tetris. Eheh Bitaw, mo saka ra na gihapon ang frequency kung mo demand ang game while naka auto.

@Echelnalf aq i.off ang intel speedstep boss.. then set the base clock to 16 and multiplier to x100 para stick to 1.6ghz lang..

@LadYKilleR8520 Kana. Stable ra imo system ana nga setting? Ni try ko sauna og underclock sa akong FX, mo program has stopped working man ig start na og mga mission2x ang modern warfare. Ambot kaha sa uban games. Pero murag ubos na jud nuon na kaayo ang 1.6ghz uy.

Sa kato akong gi buhat sauna ba. Lisod man e lower ang Core Voltage maski ubos na og frequency. Murag 1.1+v ra cguro to pinakaubos jud ma kaya ato niya. Kung e Lower pa kay diLi na mo boOt Limot sad ko unsa to nga proc ako gi maL2x maayo da basta core2duo to. Ma lower nako og maayo ang frequency, pero ang core voltage kay diLi . Surrender naLang ko kay kapoy reset cMos. LoL.
