I think that's unfair to underbone.. kay scoot can modify their mufflers, but underbone cant, as well as big bikes, naa rabay uban nga big bikes, imbis stock gamiton nga pipe, ilisan og mahalon og saba.. unya since they are exempted, so meaning they can modify what ever muffler they want.. diba? So ang solution ani is, all motorcycles and cars should have a certain decibel level for every displacement, kay ayaw ko ingna nga 150cc and up kay same ra og decibel level sa 100cc? make it fair, kay kahibaw naka sa mga taw init kaayo ni nga issue..

Comment: I hope sakto ug patas ilang pag implementar ani ug labaw nang i hope kada adlaw ang pag implementar ani kay kung pila ra sad ka buwan ang life span sa pagpanakop nagpaila lang jud nga useless ug walay ayo ning gihimo nila nga ordinansa ug binogo ang pag pa implementar niini. “There is a need to revisit CO 465 to make it more attuned to the advances in technology and contemporary practices of motorists and be more specific with limitations on changes, alterations or modifications that may be made on exhaust pipes of motor vehicles,” the councilor said.

“Motor vehicles are usually equipped with silencers or mufflers for anti-noise pollution reasons. However, a number of vehicle owners remove these silencers or modify their mufflers to make the sound emitted by the exhaust pipe louder,” he said.

The higher penalty, Cabarrubias said, will make people become responsible in their use of their motorcycles.

State policy

The councilor invoked the Philippine Constitution which declared as state policy the right of the people to a balance and healthful ecology.

Aside from increasing the fine for the owners of noisy motorcycles, Cabarrubias, in his draft ordinance, also proposed to increase their imprisonment from 10 days to one month.

He also recommended penalties for second- or third-time offenders.

For the second offense, violators will be fined P3,000 or an imprisonment of not more than two months but not less than one month or both at the discretion of the court.

For the third offense, violators will be fined P5,000 or an imprisonment of not more than three months or both at the discretion of the court.

In the council’s recent regular session, Cabarrubias’ proposed measure has been referred to the committee on laws for report and recommendation.
