I dont see the significance of the FOI bill when implemented. Realistically speaking, politicians will just find a way to circumvent this road block. Granted that every government agency will religiously disclose all info, the massive data involve will make any of us lose interest unless there's a whistleblower who can direct and focus our attention to a target anomaly. The information disclosed can be as untruthful as they are now, it would not even cause anyone of us to question anything at first glance. Foi can only be useful at local expenditures but not on a national level, the zig zagging of flow from inter agencies by region towards the central agencies will test anyone's mind to the limits.

Foi is useless in our centralized setup. How transparent is transparent? Would we know what we ought to look and question? We would still be dependent on whistleblowers...

Politicians are far more interested in restricting information than creating transparency. Just look at the Napoles scandal... it was social media which gave this case such a high profile and once out in the open the government was forced to take action. They don't like to open a can of worms... their buddies are wriggling around inside. Watch out for more attacks on free speech.

I think this is okay the recipient locality could prove the veracity of the data being presented,
A public website initiated by the general public should be created as well to shed light, if some dubious
information has been presented, i.e. to check if some transaction has been made in paper and not in actual, sort of.

Don't be too sure bro. Many people are watching the government and making the information disclosed to public as easy as possible, then a corruption-in-the-making will somehow be suspended or caught.

Im quite sure no one can catch a corruption in the making... i suggest keeping expenditures as locally as possible, with fewer flow of agencies and criminalize public private partnerships. Costs for opex are permitted to collaborate with private businesses, but other than that no other cooperation should exist. Opex are the easiest to audit.

There will always be whistleblowers, when in context of Philippine politics. We call them the opposition. Frankly, I am tired of people throwing allegations without proper evidences, i think transparency will help with that too.

Transparency is an imperative. But of course in order to achieve this, we need to "clean the house". Even if relative ra nga transparency...it is a step-up from what we have now.

@aerlo, the point im trying to make is the expediency and practicality of transparency. It is quickest to audit something located nearer and whose size is smaller... regardless of foi bring passed or not, it would not change anything with the current setup. Band aid solutions wont last long.

Criminals doesn't have to look in your SALN if they have the intention to kidnap you. By just looking on your lifestyle they can tell if you are worth the crime. Unless you live a simple life and not a showoff. But if you think deeply, all good things if ever this law is passed eclipses all bad things it could do.
