    Default Passport Authentication


    Hello istoryans.

    Don't know if asa ni dapat i-post but I'm hoping that naa diri nga section ang right people (aside from the personnel sa DFA) who can answer my concern.

    Kapila na ko sige balik2 pada ani and dako2 nasad ang gasto,
    - photocopies lang sa
    - pa notarize
    - karon pa authenticate nasad

    Please share experience sa processes sa pag-authenticate sa passport ky I find it general ra kaayo naa sa website:

    Authentication Functions

    The Department of Foreign Affairs (DFA) performs its authentication function/services in the context of 1963 Vienna Convention on Consular Relations. Given the existence of a multi-state system, aforesaid Convention stipulates that, among other things, the various kind of documents sourced from particular sovereign states (e.g. public documents, private documents, and commercial documents) shall have validity or operative effect in another sovereign state's legal jurisdiction after subjected to an agreed upon authentication procedure.

    The DFA through the Authentication Division-Office of Consular Affairs may authenticate an act, deed documents etc. executed or sourced within Philippine legal jurisdiction by way of certifying said act, as follows: a) executed before a local notary public officer authorized to execute such functions, b) testified to by a public seal, c) rendered public by the authority of a competent magistrate, d) certified as being a copy of a public register. When these acts, deeds or documents have been duly authenticated by the Department, the receiving embassies or consulates or any other foreign legal entities are, in effect assured that aforesaid documents are in order or have been legalized in accordance with proper procedure. Foreign Embassies, Consulates and foreign legal entities may or may not require the authentication of documents sourced from the Philippines for use within their respective jurisdictions. However, under rules of reciprocity in international relations, sovereign states normally require authentication of foreign documents to be used.The DFA authentication attest to the genuineness of the signature appearing on the attached certification for the purpose of identifying a specific document and giving credence to the official acts of the notary public or certifying officer thereon for use, if and when required, as instrument of evidence in foreign countries. As such, the DFA certification/authentication does not, per se, authenticate the validity/efficacy/enforceability of the basic document itself. However, the Authentication Officer is impressed with duties calling for carefulness and faithfulness whereby he must inform himself of the facts to which he intends to certify and avoid participation in illegal enterprises.

    Procedure:

    Procedure for Authenticating a Copy of Your Wife’s Philippines Passport
    If you need an authenticated copy of your wife’s passport, as I did to file for a U.S. Individual Tax Identification Number, following is the procedure.
    1. Print out an Affidavit stating her name, passport number, married to, residing at, purpose of request (a standard Philippines Affidavit can be found at: Free Legal Forms & Contracts - Philippines. I modified a general affidavit form. Make sure your document allows for the Notary statement and stamp and document number.
    2. Go to a Notary and have it notarized. Bring 3 copies of passport and affidavit. I went to Dumaguete City Hall Legal Office 2nd floor. Cost 130p for notarization.
    3. The next step is to get a Judge to give you a Authorization of Authentication of Notary. We went to the RTC (Regional Trial Court) first floor all the way to the last right turn first office on the left (not sure what the sign on the door is). A lady named Marylyn is the administrator and will print out a boiler plate document for the judge to sign. You pay 100p and she will give you the docs to take up to a judge’s office. The administrator will take the docs and obtain the judge’s signature. You then go back down to Marylyn to get the docs registered.
    4. Once you have the docs you can either go to the DFA in Manila (new office close to Mall of Asia) or you can do like we did and go to WWW Express on Silliman Ave in the WWW/DHL office. They have a round trip courier arrangement with the DFA and will take you docs (don’t have to ship your actual passport) and ship to DFA Manila for 650p. Your authenticated passport docs will be returned to WWW office in 7-10 days.



    Similar amo purpose which is to get an iTIN.

    Base sa iyang statement,

    - not sure if dapat paba ko maghimo og affidavit
    - then, dapat paba gyud mo adto sa Manila nga DFA, di pwede sa Cebu lang? (if over-the-counter gyud)
    but kana "WWW Express on Silliman Ave in the WWW/DHL office" ky I think courier rana siya and is located sa ilang place sa dumaguete, pwede rapud siguro courier here in cebu.

    Wala ka mo try ug adto sa DFA mismo bossing to ask assistance bahin ani imong concern?
    Karon ra pud ko ani da nga ipa authenticate ang passport, nganung need man ipa authenticate diay TS para asa and kinsa man ang usual mag ask ani?

    I find this useful sad:

    DFA Red Ribbon

    If you're looking to work abroad, you need to get your documents "red ribboned" by the Department of Foreign Affairs (DFA). The DFA red ribbon serves to show that your documents have been verified and found to be authentic.

    WHAT DOCUMENTS CAN BE RED RIBBONED?:

    Apparently, you can have any document red ribboned. Here are some that I know of.

    NSO Birth and Marriage Certificates, CENOMAR
    Certified true copies of academic records.
    Notary Public Affidavit (If they are intended to support the above-named documents.)
    Before taking these documents to DFA, make sure that they already have been certified by the corresponding offices you got them from.

    If it's birth, marriage and certification of singleness (CENOMAR) then these documents must be from NSO. For academic records, You need to request certified true copies of these from your school and in turn, be forwarded to DepED (if your authenticating high school records) and CHED (if you're authenticating college records.)

    Likewise with affidavits of discrepancy that supports any documents for travel will have to be taken to be red ribboned itself and attached to the document it supports.

    REQUIREMENTS:

    - The document that needs to be authenticated, already certified as true by the corresponding office it was issued from.
    Fee of Php 100.00 for regular processing which takes 5 business days and Php 200.00 for rush processing, out by 2 business days.

    - Processing for red ribbon is at the old DFA office located in Libertad, Pasay city. Beware of fixers as there still are lots of them out there. Just go directly to the DFA building itself and ask question from the Security Guard at the entrance if unsure of where to proceed. You need to look for where the lane says "Authentication" once you enter the DFA building.

    ^ So, the step before Authentication is having the document be Certified as True Copy to where it's being issued (some of which have sub-processes).

    Authentication is done to prove that the document/s sourced from particular sovereign states is/are really in order and legalized and shall have validity or operative effect in another sovereign state's legal jurisdiction after subjected to an agreed upon authentication procedure.

    Basing sa Socio-Political Science: under rules of reciprocity in international relations, sovereign states normally require authentication of foreign documents to be used.

    Usually gigamit na siya when you want to work abroad or you have income abroad.
    ako2x lang pud ni nga reason but may be possible pud but I cannot present facts.... Useful ni siya to get an iTIN sa foreign sovereign states because there are some things that you cannot benefit as an "alien" or not a citizen didto so this would help lessen the taxes being paid but since "alien" man pud ka, you have some taxes pud nga bayran but I think ma outweigh sa former ang latter.

    Update:
    I already went to DFA located at the 4/F of Pacific Mall but sad to know the confirmation that ang pa Certified True Copy and pa Authenticate sa Passport should be done sa ilang Manila branch ra.

    Inquired if they have an idea sa requirements needed or the basic steps lang but the response was just "di mi kahibaw ana ky ang Manila ra mo process ana....". Ooops

    Basing sa Gov't Offices listed from above, murag sa Luzon rjud tanan, huhu... ka ggb, passport authentication is just one of the requirements.
    'will try DHL first (JRS and LBC di pwede) then last resort is going there nlng jud.
