Don't know if asa ni dapat i-post but I'm hoping that naa diri nga section ang right people (aside from the personnel sa DFA) who can answer my concern.
Kapila na ko sige balik2 pada ani and dako2 nasad ang gasto,
- photocopies lang sa
- pa notarize
- karon pa authenticate nasad

Authentication Functions
The Department of Foreign Affairs (DFA) performs its authentication function/services in the context of 1963 Vienna Convention on Consular Relations. Given the existence of a multi-state system, aforesaid Convention stipulates that, among other things, the various kind of documents sourced from particular sovereign states (e.g. public documents, private documents, and commercial documents) shall have validity or operative effect in another sovereign state's legal jurisdiction after subjected to an agreed upon authentication procedure.
The DFA through the Authentication Division-Office of Consular Affairs may authenticate an act, deed documents etc. executed or sourced within Philippine legal jurisdiction by way of certifying said act, as follows: a) executed before a local notary public officer authorized to execute such functions, b) testified to by a public seal, c) rendered public by the authority of a competent magistrate, d) certified as being a copy of a public register. When these acts, deeds or documents have been duly authenticated by the Department, the receiving embassies or consulates or any other foreign legal entities are, in effect assured that aforesaid documents are in order or have been legalized in accordance with proper procedure. Foreign Embassies, Consulates and foreign legal entities may or may not require the authentication of documents sourced from the Philippines for use within their respective jurisdictions. However, under rules of reciprocity in international relations, sovereign states normally require authentication of foreign documents to be used.The DFA authentication attest to the genuineness of the signature appearing on the attached certification for the purpose of identifying a specific document and giving credence to the official acts of the notary public or certifying officer thereon for use, if and when required, as instrument of evidence in foreign countries. As such, the DFA certification/authentication does not, per se, authenticate the validity/efficacy/enforceability of the basic document itself. However, the Authentication Officer is impressed with duties calling for carefulness and faithfulness whereby he must inform himself of the facts to which he intends to certify and avoid participation in illegal enterprises.
Procedure:

- base sa procedure, naa siguro sila'y own format but dapat pasad mag produce photocopies sa passport

Procedure for Authenticating a Copy of Your Wife’s Philippines PassportIf you need an authenticated copy of your wife’s passport, as I did to file for a U.S. Individual Tax Identification Number, following is the procedure.
1. Print out an Affidavit stating her name, passport number, married to, residing at, purpose of request (a standard Philippines Affidavit can be found at: Free Legal Forms & Contracts - Philippines. I modified a general affidavit form. Make sure your document allows for the Notary statement and stamp and document number.
2. Go to a Notary and have it notarized. Bring 3 copies of passport and affidavit. I went to Dumaguete City Hall Legal Office 2nd floor. Cost 130p for notarization.
3. The next step is to get a Judge to give you a Authorization of Authentication of Notary. We went to the RTC (Regional Trial Court) first floor all the way to the last right turn first office on the left (not sure what the sign on the door is). A lady named Marylyn is the administrator and will print out a boiler plate document for the judge to sign. You pay 100p and she will give you the docs to take up to a judge’s office. The administrator will take the docs and obtain the judge’s signature. You then go back down to Marylyn to get the docs registered.
4. Once you have the docs you can either go to the DFA in Manila (new office close to Mall of Asia) or you can do like we did and go to WWW Express on Silliman Ave in the WWW/DHL office. They have a round trip courier arrangement with the DFA and will take you docs (don’t have to ship your actual passport) and ship to DFA Manila for 650p. Your authenticated passport docs will be returned to WWW office in 7-10 days.

- then, dapat paba gyud mo adto sa Manila nga DFA, di pwede sa Cebu lang? (if over-the-counter gyud)
but kana "WWW Express on Silliman Ave in the WWW/DHL office" ky I think courier rana siya and is located sa ilang place sa dumaguete, pwede rapud siguro courier here in cebu.
