Default (US$900,000,000.00) worth of money that should have gone to fight poverty in The Philippines

Saw this on the net. Your thoughts?

at 2:10, Karen Hudes says: "....in another case, I was reporting corruption in The Philippines. US$900,000,000.00 worth of money that should have gone to fight poverty in The Philippines instead went to a corrupt man, LUCIO TAN, who was in default of his loans. (The) Philippine National Bank went into default....."

This is coming from a former(?) employee from the World bank itself.

WTH? Why should the Philippines bail out this merchant of death? He should sell his cigarettes and hard liquor companies rather than having the government bail him out.
