Ive been reading the posts here and so far mao ni akong ma ingon..

1. If Sulpicio was on the right/outbound "lane" then 2go vessel is liable for the incident.
2. If Sulpicio was on the wrong/inbound "lane" 2go vessel having failed to contact sulpicio should have stuck to the rules and turned right. Since the captain claims that he ran the risk of running aground, then the only option is to reduce speed and stay the course.
In this scenario, fault sa sulpicio for intruding into the lane sa 2go but the 2go captain should never have turned left under any circumstances.
3. It may be counter intuitive to stay on course with an approaching vessel heading towards you but turning left under any circumstance is far more dangerous.


This incident reminds me of that episode sa aircrash investigation where a passenger plane and a cargo plane collided. They had this TCAS system which was designed to avoid mid air collision by instructing one plane to go above and the other to go below. The problem was that one plane followed the TCAS system and pulled up, the other plane followed the air traffic controller to pull up also despite the TCAS telling them to go below the other plane. They ended up colliding.

Dapat when communication breaks down, you stick to the basic rules. Maybe ni panic na ang 2go captain kay wala siyay option to turn right and he wasnt expecting the sulpicio to change course.

So the liability for this all boils down to whether sulpicio was in the correct lane. Regardless, partial blame to 2go's captain for turning left instead of slowing down and staying course.

Hopefully this wont happen again. i dont know if it is coast guard or CPA who mentioned it but they are planning to put VTMS on the narrow entry point of Lawis Ledge and they are also planning to put a Lighthouse as well.

The government should install a VTS system in ports where maritime traffic is of a concern. Specifically Cebu as it is among the primary port. If they have installed a VTS system in Manila and CDo, why did they not install one in Cebu?

a very tragic & costly one for the simple reason of miscommunication (i think aptly called unable to establish communication in ample time) kay wala man sila nagkacontakay.

Para nako dili gyud dapat mogamit og communication as a collision avoidance.
