I was basing about the speed on the linked rule that you have provided.
My understanding is that reducing the ship speed would allow more time for each of the captains to assess the situation.
If one's ship/vehicle is running faster than what one's brain can process on a given situation then you are courting disaster.
That is precisely what your linked rule implies. It has nothing to do with gross tonnages or how big the ship is.
Reduce speed or take the way off the water to allow more time to assess the situation.
I agree that the bigger the mass, the bigger the damage would be at a given speed.
However the crash ratio would be also higher if the speed is also greater.
Legally speaking if they did not reduce their speed, it makes it easy for the investigators to find faults.
