Well it confirms some of my questions. Since it was already the time were marcos was already ill/already ousted from power then we can safely assume it was NOT his fault at all or rather since it was almost 1986 it was no longer marcos effectively running the country in this specific function it but could have been General Fabian Ver or Fidel V. Ramos. These sites were also pretty common here in the rural areas of Cebu, there were many skirmishes between PC forces and NPA sparrow units.
