Only amongst the religious will you hear the ridiculous logic like "If we developed a cure for AIDS, then that will lead to screwing on the streets and all sorts of immorality and people would behave like dogs and monkeys." The world only begun to be aware of AIDS back in 1981. So before 1981, everyone was screwing on the streets?

Your question seems to be rooted on the social and cultural aspect of HIV. While it does have bearing, the HIV scare in the past few years have gone done mostly due to the ineptness of governments to educate their people about the critical dangers of this disease. Thus, a cure would not have much of a social impact to the masses in general. Most likely, they would just shrug it off as another new thing, life goes on, etc.

As for stem cell treatments, as far as I know it is not yet viable enough to be considered THE cure. But it is a start, and I believe this just might be the cure.
