    Platforms of Government

    1.Ayala surrounded by shanties Brgy. Luz, Hippodoromo, Gaisano by Sitio Baka, SM is near one of the largest squatter colonies in the city. Political philosophy: jobs before infrastructure [Ugly American: They build dams and bridges (flyovers?) when all they really need are chicken farms] Infrastructure must be built not for their own sake, but in order to support livelihood.
    2.Poverty alleviation begins with assistance for self-help programs. Pag-Ibig and Urban Land Reform Laws must be reviewed together with the insubstantial “Magna Carta for the Poor”. Minor prostitutes should NOT BE RETURNED TO THE STREETS.
    3.Personal belief in parliamentary government as a remedy to personality-centered politics.
    4.Taxes need to be rationalized. Filing of either Quarterly Income Tax or Monthly Percentage Tax should be made unnecessary.
    5.Cebu has all but ignored the growing demands of a city. It does not process its sewage and instead dumps all of it into its waterways and it relies on one landfill to dispose of its garbage. Sewage processing system similar to the one in Singapore should be built. Recycling plants must be built or encouraged. BRT must be electric. Sidewalks & Bicycle lanes must be established.
    6.JBC must be replaced by the COA at least with regard to the appointment of SC Justices. JBC is a failed experiment that delivers the desired appointee to the President. Rather than removing the politics involved with the appointment of justices, it has merely driven it underground.
    7.Law Enforcers, and other government employees, should be given at the very least DECENT WAGES, or wages that will allow them and their families to live comfortably. Their salaries should allow them to buy housing that is commensurate to persons who perform their duties. Providing government employees with decent wages and housing will give them incentive to do their work and resist corruption (thus the need to review Pag-IBIG).
    8.School programs must be carried out in consultation with the business sector so that graduates will find jobs that they were trained to do.
    9.Socialized medicine/Health Care/Number of Beds Medical care must be readily available to all persons. Adopting the UK system should be viable.
    10.Minor laws:
    a.Repeal the Cybercrimes law and replacing it with several less comprehensive and easier to understand laws.
    b.Requiring the modernization of the jeepney to feature:
    1.Raised roofs so passengers do not have to bend over while traversing the aisle.
    2.Requiring that jeepneys protect passengers from the elements while allowing for proper verntilation.
    3.Access through the side instead of the back so passengers will not be tempted to cross the street after disembarking.
    4.Requiring jeepneys to use earth friendly powerplants.
    Care must be taken that the law clearly refers to jeepneys to be manufactured AFTER the passage of the law giving jeepney operators several years to upgrade their current units or the jeepney lobby will ask for its repeal.
    11.Requiring the LTO to adopt European sized licensed plates: REASON: Philippine sized plates were determined during martial law when then dictator FM dreamed of manufacturing a Philippine car. Thus, they came up with Philippine sized plates for the Philippine cars. However, nothing came out of this effort other than the Sakbayan, the Delta Mini Cruiser and a few AUV’s. Philippine sized plates will not fit any car as most cars are built to use either European or Japanese sized plates. Parts are usually available to fit both sized plates. The law is important because the LTO will adopt permanent bolts to install the plates which will simply not fit cars being sold.
    12.Primary infrastructure projects in descending order of importance:
    1.MODERN SEWAGE PROCESSING SYSTEM for the City of Cebu.
    2.Environmentally friendly garbage collection recycling and disposal system to replace Inayawan landfill.
    3.Complete the over twenty years delayed widening and greening of city streets, particularly:
    a.Gorordo Avenue near Beverly Hills
    b.M. Cuenco Avenue (formerly J. Panis)
    c.Opening of Ramos Avenue all the way to Villalon drive and beyond to decongest traffic on Osmena Blvd. and perhaps connecting to the proposed Guadalupe-Lahug circumferential road. At present, Ramos Ave. is blocked at certain parts not by legitimate occupants, but by squatters. Underpass is practical in this instance at the Gen. Maxilom Ave. & Ramos intersection. Projects will only be taken in consultation with groups such as the Movement for a Liveable Cebu.
    4.Earth friendly system for the BRT such as ProTerra.
